The present invention provides a cement concrete composition and a cement mortar composition modified by a natural rubber latex mixing synthetic rubber latex modifier, and a concrete pavement maintaining method and a concrete structure maintaining method using the same. The natural rubber latex mixing synthetic rubber latex modifier (mixing latex modifier) is used as a modifier of cement concrete and cement mortar. The cement concrete composition and the concrete mortar composition can be used with synthetic rubber latex for obtaining durability and can prevent quick setting of natural rubber latex. Also, a part of a usage amount of the synthetic rubber latex formed in a petrochemical industry is substituted with natural rubber latex. So, the amount carbon dioxide generated for production of a petrochemical product can be reduced, and durability and engineering properties of the cement and cement mortar can be improved. Also, the mixing latex modifier is used as a modifier of the cement and cement mortar. So, the adhesive performance and durability can be improved. Therefore, the cement composition and cement mortar composition can be properly used for a repair material of concrete pavement and a concrete structure. The cement composition modified by the latex modifier includes: 12-22 wt% of a cement group combined member; 37-40 wt% of coarse aggregate; 33-38 wt% of fine aggregate; 4.5-5.5 wt% of mixing water (water); and 3.5-4.5 wt% of the mixing latex modifier.
