The present invention relates to a wave breaking block capable of attenuating wave energy or preventing waves from overflowing in the direction of the protected low-land, and a method of constructing the same. The wave breaking block includes: a wave guide round part for guiding a wave to a front surface thereof; a block part having a wave guide hole for guiding the wave guided by the wave guide round part, and provided therein with a wave energy attenuation space part; a rectilinear part disposed at an upper front surface of the block part, and extending in a horizontal direction so as to prevent a wave from overflowing in the direction of a protected low-land and to reduce the resistance caused by wave energy; a wave energy attenuating part extending from the rectilinear part and inclined downward, in which a concave and a convex are repeatedly formed at an end of the wave energy attenuating part to split the wave in order to attenuate the wave energy; a deflector having at least one groove and provided as a slope; and a sound generating unit. The wave energy can be attenuated by guiding the wave through the block part. Since an inclined portion extending from the rectilinear part is provided at an upper end of a front surface of the block part, the overflowing of sea water in the direction of protected low-land can be prevented when the wave is generated. The deflector can attenuate the wave energy and can be prevented from being broken. The sound generating unit can be used as a tourism attraction.
