The present invention relates to a construction method for a multifunctional exterior panel for insulation and waterproofing for apartment house construction which improves constructability. According to the present invention, the construction method for a multifunctional exterior panel for insulation and waterproofing for apartment house construction comprises: a step of attaching an exterior panel for insulation and waterproofing integrally manufactured by sequentially laminating felt, aluminum foil, a PET film, a PVC foam sheet, an insulation reinforcing film including HDPE or glass fiber, a PE foam sheet, a PVC waterproof sheet, a glass fiber net for forming laminated on a surface of a portion of the PVC waterproof sheet, and a cement mortar layer layered on a portion of the glass fiber net for forming to an outer wall of a building; a step of coating a membrane waterproof material on a dented portion formed by bringing protrusions of edges of the PVC waterproof sheet into contact with each other; and a step of coating cement mortar for a dented portion after arranging a glass fiber net for connection on the dented portion to couple the glass fiber net for connection and the glass fiber net for forming to bind adjacent exterior panels and fill the dented portion to perform finishing.
