The present invention relates to a top-down PSC constructing method using a JRS slab having an H-type contiguous precast concrete wall of high waterproof and drainage ability and a drainage system. The H-type precast concrete wall with the high waterproof and drainage ability is installed in a space formed by trench excavation to form a wall of a underground structure, and then the underground structure is quickly constructed by the JRS slab top plate and a bottom plate which is deposited on site. Since the underground structure can be constructed without using a temporal construction member, it is possible to shorten a construction period and reduce construction costs. In particular, water leakage is prevented and structural stability is remarkably improved, after construction, thereby securing superior quality. Also, the structural stability is improved by applying pre-stressed. Since civil complaint on the construction is minimized and traffic flow can be early secured on a road over an upper portion of the structure, it is possible to minimize traffic and noise complaints on the construction site, and to prevent leaking defect after construction.
