The present invention relates to a polymer syringe injection filler which is a polymer injection formulation including a gene complex and a polymer microparticle/hydrogel mixture matrix. The gene complex is released from the polymer mixture matrix in a sustained release form. The present invention has a bulking effect by a polymer mixture matrix including microparticles in an early stage of syringe injection. And a gene complex is released from the hydrogel polymer matrix in a sustained release form. The released gene complex is imported into a cell, and stable and continuous creation of a desired bioactive substance is induced from the cell with the imported gene complex to regenerate damaged tissue of vocal cord paralysis to have fundamental treatment effects for various vocal cord diseases.
