An integrated WLAN / WWAN architecture is described in which the signaling used to control the integration of the WLAN / WWAN architecture is performed via the "RRC" (Radio Resource Control) plane. This unified architecture can provide a network-control framework for performing traffic steering and radio resource management. Additionally, according to the disclosure provided herein, this unified architecture can interoperate with legacy systems (e.g., architectures that do not support an integrated WLAN / WWAN architecture).
