A machine type communications (MTC) device is configured to communicate over a Long Term Evolution (LTE) network. The MTC device includes a wireless transceiver that receives signals over an LTE network, a soft buffer and a signal processing unit that are configured to store a plurality of soft channel bits for up to a maximum number of Hybrid Automatic Repeat Request (HARQ) processes. The signal processing unit determines the total number of soft channel bits based on the maximum number of HARQ processes and uses a limited buffer rate matching (LBRM) to store a reduced number of the total number of soft channel bits in the soft buffer .;
