Disclosed are a visibility measurement system based on image information, which image-processes image information with a convolutional neural network to analyze a weather condition and calculate a visibility based on an analysis result, and a method using the same. According to the present invention, the visibility measurement system based on image information comprises: an image information acquisition unit to acquire image information about a predetermined area; an image processing unit to image-process the image information by using the convolutional neural network; a weather analysis unit to analyze a weather condition of the predetermined area based on an image processing resu and a visibility calculation unit to calculate a visibility based on an analysis result of the weather condition of the predetermined area. Accordingly, atmospheric contamination, such as fine dust, ultrafine dust, and the like, is able to be quantitatively checked by using the convolutional neural network, and the visibility is calculated when visibility determination occurs by the fine or ultrafine dust, thereby being able to prevent an economic loss caused by the visibility determination.
