According to the present invention, a payment system and a payment method for an HCE mobile deferred payment traffic card using a minimum payment amount are provided. The purpose of the present invention is to minimize influence of a communications environment problem which is a limitation of existing HCE-based card payment. The payment system comprises: a mobile terminal which performs a function of making a payment response with a minimum payment amount inside when a payment is requested from a payment terminal along with an NFC function activation through an HCE activation, and confirming a limit accumulation and an encryption key; and an operation server which transmits a traffic card number and mobile terminal number management and encryption key information to the mobile terminal, and updates the stored information on a limit accumulated amount of a traffic card when the mobile terminal receives accumulated and used amount information. When a traffic card payment is performed through an HCE, a mobile terminal generates a minimum payment amount to perform a payment between the mobile terminal and a payment terminal with respect to delay and transaction impossibility caused by a communications environment. An encryption key authentication between a mobile and an operation server is periodically performed to protect a mobile terminal vulnerable to security.
