Disclosed are a program control method and a program control system for international safety management (ISM). According to an embodiment of the present invention, the program control method includes: a step of analyzing a command within fixed rules regarding a cloud-based program, which is operated by a crewman terminal of a vessel or a company terminal of a vessel company on land when receiving a document generation request from the program; a step of determining a main item provided to the crewman terminal or the company terminal in accordance with the analysis results; and a step of transforming a standard document into a customized document in accordance with the first and second options in the main item, which are set by the crewman terminal or the company terminal.
