The present disclosure relates to a method and system for a Virtual Network Entity (VNE) based on a Network Operation Support System (NOSS). The basic entity of network operation is the VNE. Each VNE provides the essential computing, storage, and networking features / functionality required by the application (app) or service. The apps and services provide initial, generic / nominal and overload scenario-based VNE configuration requests for NOSS, and NOSS provides one or more VNE-based app / service support configurations that can be flexibly activated based on dynamic requirements. The requirements of the NOSS and the sample operation, for example the attachment of the virtual layer-3 network entity to the NOSS via an open, interoperable interface, are described.;
