A system for precisely estimating a settlement profile of a ground using a conditional merging technique and a method thereof, capable of precisely estimating a settlement profile distribution of the ground by synthesizing a settlement value measured by using a settlement meter installed on each settlement profile observation point of the ground with a 2D image photographed by using a 2D image photographing apparatus, using the conditional merging technique, thereby remarkably reducing an error of the settlement profile.
