The present invention provides a device for generating a clutter model using a radar video signal for a long distance and a method thereof, which measure in all directions in a radar system and generate a clutter model existing in a fixed manner, thereby reflecting a property of a radar installation position. According to an embodiment of the present invention, the device for generating a clutter model using a radar video signal comprises: an input part receiving a plurality of radar video signals with respect to an object existing the outside; an extracting part extracting a property of a clutter signal varying at each point of being input to the input part by using the input radar video signals; and a clutter model generating part generating the clutter model by using the extracted property for the clutter signal.
