Disclosed are a multi-static PCL target location estimation system and method using an FM broadcasting network. The multi-static PCL target location estimation system comprises: a receiver selection module for selecting an optimal receiver for estimating a location of a target among a plurality of receivers distributed on a ground connected to an FM broadcasting network; a target location estimation module for estimating a location of a target by using time difference of arrival (TDOA) information of an FM signal received from each of the receivers selected by the receiver selection module; and a filtering module for filtering and outputting a location of a target estimated by the target location estimation module. According to the system and the method of the present invention, 3-dimensional position information of a target is accurately calculated in real time in a complex commercial broadcasting network environment, and thus it is possible to obtain accurate target information in a wide area by using an existing infra broadcasting network.
