According to the present invention, disclosed is a vehicle regulation system which comprises: a vehicle regulation apparatus including a bracket enabling a detecting camera and a regulating camera to be detached; and a management server for detecting whether a stopped vehicle is present by deeply learning a detecting area of a detecting image, and regulating an illegally parked or stopped vehicle by moving the regulating camera to the detecting area by a lookup table for a PTZ position.
