The present invention relates to a mortar composition for repairing a concrete structure cross section, and a concrete structure cross section repair construction method using the same and, more specifically, to a mortar composition for repairing a concrete structure cross section, and a concrete structure cross section repair construction method using the same which can prevent the degradation of strength and durability caused by the neutralization of concrete, and prevent the corrosion of reinforcing bars and the cross section dropout of concrete caused by the corrosion by fixating chloride ion. According to the present invention, the mortar composition for repairing a concrete structure cross section, and the concrete structure cross section repair construction method using the same have effects of: preventing the degradation of the strength and durability of a concrete structure with excellent resistance performance against each of the neutralization and salt corrosion of the concrete structure, and the composite deterioration thereof, thereby reducing the maintenance costs of a concrete structure as well as extending the use lifespan and durability lifetime of the concrete structure. The dry mortar composition for repairing a concrete structure cross section includes 24.68-25.18 wt% of cement, 61.76-62.28 wt% of silica, 2.28-2.48 of calcium hydrogenphosphte, 3.53-3.76 wt% of pyroorite, 1.18-1.27 wt% of high-early-strength material, 4.72-4.78 wt% of re-emulsification type powder polymer, 0.68-0.96 wt% of reinforcing fiber, and 0.31-0.36 wt% of high-efficiency water-reducing agent based on the total weight of the composition.
