The present invention relates to a diagnosis system and a diagnostic method for a failure of a low-side relay of a vehicle starter motor through a general-purpose chip. According to an embodiment of the present invention, the diagnosis system for a failure of a low-side relay of a vehicle starter motor through a general-purpose chip comprises: a control unit provided with a general-purpose chip for diagnosing whether or not a starter relay is faulty and transmitting the diagnosis information on the failure of the starter relay; a diagnosis information collecting unit receiving and transmitting information on the starting motor operation, feedback voltage information of the starting motor, and diagnosis information on the failure of the starter relay diagnosed by the general-purpose chip of the control unit; a first failure diagnosis unit diagnosing whether the low-side relay of the starter relay is faulty or not, based on the information received from the diagnosis information collecting unit; and a second failure diagnosis unit for final diagnosis of the failure and the failure type of the low-side relay of the starter relay based on the information received from the first failure diagnosis unit and the diagnosis information collection unit. By providing the diagnostic system and the diagnostic method described above, the failure type of the low-side relay is clearly grasped while utilizing the general-purpose chip, and the application range of a failure diagnosis logic is broader in comparison to the prior art.
