The present invention relates to an anti-washout cement mortar composition for repairing and reinforcing the floor of a concrete structure, and a method for repairing a concrete structure using the same. The composition comprises 3-70 wt% of an inorganic binder, 10-95 wt% of fine aggregates, 0.01-30 wt% of a functional enhancer, and 1-45 wt% of water. According to the present invention, the cement mortar composition is provided with outstanding fluidity, cohesive strength, and prevention of separating materials, compared to a conventional cement mortar product, such that a concrete structure is formed to be stable under water, and additionally, has outstanding cohesive strength to prevent underwater contamination and protect reinforcing bars of a underwater structure. In addition, the composition can be applied readily to various kinds of conventional construction methods as well as sewage facility containing a large amount of acidic materials and a concrete watertight structure in contact with water, enables mechanized construction such as spray coating construction, and has excellent resistance to material separation to prevent loss of materials, thereby achieving economic effectiveness in construction.
