The present invention relates to an earthquake-proof reinforcement method of a concrete structure using an earthquake-resistant mortar and an earthquake-proof strength reinforcing material made of an environment-friendly basalt fiber. The surface of the concrete structure is subjected to surface treatment, high pressure water washing and dust removal, and then an earthquake-proof strength reinforcing material fabricated by processing the basalt fiber is installed, and a primer is applied to the surface of the concrete structure provided with the earthquake-proof strength reinforcing material. Thereafter, 30-35 wt% of verite-containing CSA cement, 55-62 wt% of aggregates, 2-4 wt% of silica fume, 4-6 wt% of redispersible resin, 0.2 wt% of bazaar fiber, and other additives which are more than one kind selected from a group of antifoaming agents, thickening stabilizers, shrinkage reducing agents, and the like as rest, to the primer layer to which an applied earthquake-resistant mortar composition is applied. The present invention has strong bending strength and strength to withstand earthquakes when used to construct walls, slabs, girders, bridges, bridges, and the like or to reinforce existing structures. The present invention is not only excellent in workability and durability but also in production cost, improves low tensile strength and compressive strength of conventional concrete, and prevents corrosion of reinforcing steel due to leakage.
