The present invention relates to an inclinometer using optical fiber sensors, and a method for measuring an inclining angle using the same. The inclinometer includes: a joint engagement ring (11) and a sensor engagement ring (12); a rotary joint (2) having a slant rotation ring (20) and a horizontal engagement member (21) and rotated about first and second axes; a center weight (3) orthogonal to the slant rotation ring (20); and a plurality of optical fiber sensors (4) arranged between an upper end of the center weight (3) and the sensor engagement ring (12) to measure an elastic distortion, wherein the rotary joint (2) is rotated about the first and second axes when the center weight (3) is moved to maintain the gravity direction according to the inclination of an object to be measured for the inclination, thereby causing an elastic deformation in the optical fiber sensor (4). The degree of inclination of the center weight (3) is determined by measuring the elastic deformation, so that the inclination of the object is measured. Thus, the elastic distortion is accurately measured by using the fiber optical sensor even when the object is inclined in a three-dimensional form, so that the inclination of the object is measured very accurately.
