The present invention relates to a banner advertisement service system in which a priority for each banner advertisement is determined by a community-specific reference region. More specifically, the present invention relates to a banner advertisement system for providing a banner advertisement to a local device. The banner advertisement service system comprises a service providing server which receives a banner advertisement request from the local device to provide the banner advertisement to the local device. The service providing server includes: a database module for receiving and storing a reference region of the banner advertisement independent of a position of an advertiser and content to be displayed as the banner advertisement; a priority setting module for setting a priority of the banner advertisement according to whether a position specified by the local device is included in a preset region while setting the priority of the banner advertisement according to a width and a distance of the reference region stored in the database module based on the position specified by the position information of the local device; and an advertisement providing module for aligning the banner advertisement stored in the database module according to the priority set in the priority setting module to provide the banner advertisement to the local device.
