An object of the present invention is to provide a steel pipe grouting device for tunnel reinforcement and a pipe loop construction method of a tapered section tunnel using the same. The steel pipe grouting device for tunnel reinforcement according to the present invention is a steel pipe having a predetermined diameter and length as a whole. A conical tip portion is formed at one side of the steel pipe, and a thread is formed along the circumferential direction at the other side of the steel pipe. A spray hole having a predetermined size is formed on the outer circumferential surface of the steel pipe so as to penetrate inside and outside. A grout material injection pipe and an air discharge pipe made of a steel pipe or a polyethylene pipe having a predetermined size are installed inside the steel pipe.
