First, the pressure of oil in an oil passage in a control valve device is measured. Based on obtained measurement results, the amplitude and period of pressure changes are determined to determine if this is an oil sway condition or a flutter free condition. If the amplitude is greater than an amplitude reference value and the period is less than a period reference value, an oil sway condition is detected. Further, based on a result of the diagnosis, the period of an oil fluctuation state is determined. If the oil sway condition lasts longer than a reference time, warning information is output. In this way, the warning information is gradually outputted according to the occurrence and continuation situations of oil fluctuations. The manufacturer of the control valve device, the manufacturer of a means of transport equipped with the control valve device, the user or the maintenance worker of the means of transport can therefore take appropriate measures according to the warning information.
