Generating, based on a single video flow, a plurality of video streams required by modules of a video-surveillance system, where the plurality of video streams comprise at least one current video stream and a target video stream to be generated, where the plurality of streams are generated by forming candidate video flow strategies 430, estimating for each strategy a cost in terms of system resources 440 before selecting the strategy with the smallest cost 450. The modules of the video-surveillance system include a viewing or display module, a recording or storage module and a video content analytics module (VCA). The cost of a strategy is determined based on the network cost and the processing cost. The cost being calculated by taking into account the frame rate, resolution and compression rate of the video streams. The cost also being calculated with respect to bandwidth limits.
