An overlay network constructing unit in a management device constructs an overlay network with respect to a network that is targeted for management. A management target searching unit searches the overlay network constructed by the overlay network constructing unit for a node that belongs to the same management area as that of a subject node, where the subject node is a management target device to which the management device is directly connected. A management information creating unit creates management information in which the node searched for by the management target searching unit is used as a node that is targeted for management.
