PROBLEM TO BE SOLVED: To provide a program control device, a program control system, and a program control method which can perform appropriate processing on an ECU.;SOLUTION: A program control device includes an acquisition part, and a processing part. The acquisition part acquires reference information indicating whether a program written in an electronic device, which is mounted on a vehicle, is regular or non-regular, and level information relating to an influence level indicating a degree of influence of an electronic device on vehicle control.
