To estimate an operation state of a cooling tower installed in the outdoor using a satellite image.SOLUTION: A cooling tower operation state estimation device 1 includes: an image acquisition part 11 which acquires a satellite image obtained by photographing a ground surface with a photographing device mounted on an artificial satellite S; a cooling tower specification part 12 which analyzes the satellite image and specifies existence of the cooling tower included in the satellite image; and an operation detection part 14 which analyzes the satellite image, specifies presence/absence of vapor generation from the cooling tower, and detects presence/absence of operation of the cooling tower.SELECTED DRAWING: Figure 1
