To provide a behavior recognition device, a behavior recognition system, a behavior recognition method, and a program that improve recognition accuracy of behavior of an object based on detection results of a plurality of detection means without user intervention.SOLUTION: A movement detection unit analyzes an image captured by a camera (first sensor) and detects movement of a person (object). In addition, the movement detection unit analyzes an output of a sensor tag (second sensor) and detects the movement of the person. Then, a reliability calculation unit assigns reliability to a detection result of the movement of the person based on the output of a sensor tag. In addition, the reliability calculation unit assigns reliability to the detection result of the movement of the person based on the image. Furthermore, a behavior recognition unit recognizes behavior of the person without user intervention based on the detection result of the movement of the person detected by the movement detection unit and the reliability of the detection result.SELECTED DRAWING: Figure 3
