To reduce elution of Co from a built-up used in harsh environment such as a nuclear power plant by improving corrosion resistance of the built-up.SOLUTION: Corrosion-resistant and wear-resistant built-up 7 is formed by a laser additive manufacturing method along a surface of a base material 2 and is composed of a plurality of metal layers 1a, 1b, 1c, 1d using Co-based alloy as a material. The size (thickness) of the carbide deposited in each 1a, 1b, 1c, 1d eluted from the metal layer is the largest in the metal layer 1a on the base material 2 side, the metal layer 1b, 1c, 1d is smaller in order as away from the base material 2.
