To enable the issuance of a large amount of employee numbers while avoiding the duplication of an employee number to be assigned even in the case that many stores make a use request for the assignment of a large amount of employee numbers at a time.SOLUTION: A storage unit 106 includes: a distributable table 106b for storing distributable identification information; a store-by-store pool number master 106d for setting the required number of replenishment of identification information in each store; a store-by-store identification information pool table 106c for pooling distributable identification information in each store; an identification information number assignment master 106e for registering newly number-assigned identification information; and a W pool table 106g for pooling identification information of the required number of replenishment. A control unit 102 includes a store-by-store identification information table data preparation processing unit 102a for pooling one of the identification information of the distributable table and identification information obtained by number-assigning identification information of the number of pieces obtained by subtracting the distributable identification information from the distributable table to the total amount of the numbers of required pieces in each store in the W pool table, and allocating the pooled one to the store-by-store identification information pool table.SELECTED DRAWING: Figure 1
