To provide a vibration noise countermeasure plan recommendation system capable of presenting cost effectiveness to each choice of a countermeasure of suppressing vibrations or noise during designing a product or examining an improved plan.SOLUTION: A vibration noise countermeasure plan recommendation system includes: a vibration noise problem factor estimation device 30 for estimating a vibration noise transfer state of an actual operation state of an apparatus and its contribution rate; a vibration noise problem cost effectiveness determination device 40 for creating a vibration noise problem suppression accuracy table 32, and a cost table 34 on the basis of a prior and posterior cost list 33 composed of a prior cost and a posterior cost required for suppression countermeasure execution of a vibration noise problem, and creating a gain table 35 related to a cost expectation value on the basis of the vibration noise problem suppression accuracy table 32 and the cost table 34; and a design data management and storage unit 59 for storing a game tree 50 being a tree structure of action selection and state determination in each step of designing and manufacturing of an inputted product, and the prior and posterior cost list 33; and creates a game table 35 related to the cost expectation value of each choice of action selection in the game tree 50 to present the gain table to a user.SELECTED DRAWING: Figure 7
