To provide a train protection radio control device and a train protection radio control system by which the number of trains whose operation must be restricted is reduced as much as possible when a train protection radio is issued so as to improve the passenger service.SOLUTION: A train protection radio control device 3 for controlling the operation of trains according to a train protection radio, includes a receiving unit 30 for receiving a train protection radio from a train 2a, a determination unit 300 for determining the predetermined trains 2b, 2c to be controlled whose operation is restricted among trains 2b to 2d positioned in the periphery of a train issuing a train protection radio based on the train protection radio, and a transmitting unit 33 for transmitting a predetermined instruction related to the predetermined trains to be controlled that are determined.SELECTED DRAWING: Figure 1
