PROBLEM TO BE SOLVED: To provide a novel fastening torque controller which so makes that a part of a hanging wall is not separated even if a breakable corner part (18a) of a hanging wall (16) is broken and a breakable thin line (25) of a top face wall (14) is broken, and a fastening torque controller (2) idles in a torque addition direction with respect to a fastener (32), and further, to provide novel combination of such a fastening torque controller and a fastener.;SOLUTION: A retraction recess (30) is formed between a downstream end in an inner peripheral surface of a hanging wall, which is present corresponding to a breakable thin line of a top face wall, viewed in a direction opposite to a torque addition direction and a corner part (18), which is adjacent to an upstream side of the downstream side or a prescribed position on a further upstream side with respect to the afore-said upstream side.
