PROBLEM TO BE SOLVED: To provide an operation plan creating device, a control device, an operation plan creating method, and an operation plan creating program capable of improving creating efficiency of a long-term operation plan for a plant that supplies energy to customers.;SOLUTION: An operation plan creating device of the embodiment comprises a sampling unit, a creating unit, and an entire creating unit. The sampling unit thins and samples data of a plant that supplies energy to customers during a planning target period. The creating unit creates an operation plan of the plant for a period associated with the data sampled during the planning target period on the basis of the sampled data.
