To provide a method for manufacturing a modified fly ash which prevents occurrence of a fly ash that does not satisfy a desired quality from a supplied coal ash and can more efficiently manufacture a modified fly ash, and can more effectively be utilized as an admixture material of concrete, and an apparatus for manufacturing a modified fly ash.SOLUTION: A method for manufacturing a modified fly ash includes: a crushing step of crushing a coal ash so that the Blaine specific surface area is 4,500 cm/g to 10,000 cm/g to obtain a first fly ash; and a heating step of heating the first fly ash by an external heat type rotary kiln so that a percentage content of unburned carbon contained in the fly ash is 0.5 mass% or less.SELECTED DRAWING: Figure 2
