To restrict usage of an irregular battery pack.SOLUTION: A battery control IC 200 comprises an authentication circuit 208 and a charge and discharge control circuit 210. The charge and discharge control circuit 210 controls discharge and charge of a battery 22. The authentication circuit 208 performs processing for authentication with a host device. Here, the authentication circuit 208 is configured to perform processing related to first authentication by a common key system. In addition, the charge and discharge control circuit 210 is configured to perform control so that a discharge operation becomes possible when the first authentication is established.SELECTED DRAWING: Figure 2
