To perform ROI margin setting in radiation treatment planning in order to accurately irradiate a region to be irradiated with a radiation and reduce area of an irradiated region that may not be irradiated with a radiation.SOLUTION: In the disclosure, movement of regions of interest Sb (t1, t2, t3) at respective time phases t1, t2, t3 in a plurality of pictures in time series is calculated using vectors B1, B2.
