To provide a binder for rock wool composition that does not have disadvantage such that a part of rock wool is melt after curing thereby reducing volume of a cured product, in the rock wool composition in which an inorganic binder other than cement is used while not using the cement as a main component, and a rock wool composition.SOLUTION: A binder for rock wool composition contains alkali silicate, blast furnace slag powder, and water. In the binder for rock wool composition, a mass ratio (BS/MO) of blast furnace slag powder mass (BS) to total alkali content (MO) in terms of oxide is six or more.SELECTED DRAWING: None
