To provide a moisture permeable waterproof sheet and a clothing fabric having heat insulating performance.SOLUTION: A moisture permeable waterproof sheet 10 according to the invention is constituted by laminating a reinforcement sheet 21 having a continuous porous structure on an open cell foamed sheet 11 in which a bubble diameter is not larger than 100 μm and the expansion ratio of the foamed sheet is 10-30 times. And at a boundary part of the open cell foamed sheet 11 and the reinforcement sheet 21, an air bubble 12 of the open cell foamed sheet 11 and a hole 24 of the reinforcement sheet 21 are communicated with each other. The waterproof sheet 10 includes the open cell foamed sheet 11 as a constituent element, thereby the excellent heat insulating performance can be obtained.SELECTED DRAWING: Figure 2
