To provide a paper base material for a foamed heat-insulating paper container which facilitates formation of a top curl part by achieving both such a tensile force as to withstand a tensile force at the time of top curl processing and easy curling-up, and a sheet for a foamed heat-insulating paper container and a heat-insulating paper container using the same.SOLUTION: A paper base material for a foamed heat-insulating paper container includes a paper base material containing cellulose pulp as a main component and a water-soluble resin layer provided on at least one surface of the paper base material, in which a Z-axis strength is 380-560 kN/m, a tensile strength in an MD direction is 15.0-35.0 kN/m, and Taber stiffness in the MD direction measured according to the Taber stiffness test machine method defined by JIS P8125:2000 is 17.0 mN m or less.SELECTED DRAWING: Figure 4
