The arithmetic device 104 creates drawing objects with sizes corresponding to each of a supply amount of the water, an expenditure amount for each expenditure form of the water, and the expenditure amount for each breakdown of the expenditure form, based on the information on the expenditure contents; disposes this drawing object according to a hierarchical relationship between elements and outputs the drawing object on a screen; reads out a calculation formula of introduction effects of a predetermined solution from a storage device; applies the value of the expenditure amount of the element to a variable corresponding to the element of the variables forming the calculation formula, and calculates the introduction effects of the predetermined solution; and updates the size of the drawing object according to an increase or decrease of the expenditure amount of the water about the predetermined element indicated by this introduction effects.SELECTED DRAWING: Figure 2
