PROBLEM TO BE SOLVED: To reduce shifting burden and risk involved in parallel utilization of old and new systems.;SOLUTION: In a three-hierarchy system with a web server, an AP server and a DB server, the web server includes a current web server 10 and a new web server 11, the AP server includes a current AP server 20 and a new AP server 21 and the DB server includes a current DB server 30. In a shifting phase from a current system to a new system, the current web server 10 displays an old-new utilization setting screen for setting whether only the current system should be utilized, only the new system should be utilized or either one of the old system or the new system should be selected and utilized, for each client and/or each client's user.
