PROBLEM TO BE SOLVED: To provide services using flyable terminals such as drones in three-dimensionalized networks for fifth-generation communications, etc. which enable wireless communications with less propagation delays between terminal devices including IoT-oriented devices, simultaneous connections with a wide range of multiple terminal devices, high-speed communications, and increased system capacity per unit area.;SOLUTION: A service provision system for providing services using one or more terminal devices, includes: a wireless relay device having a wireless relay station for relaying wireless communication with the terminal device; and a server device for communication with the terminal device via the wireless relay station of the wireless relay device. The wireless relay station is provided in a floating body that is controlled so as to be located in a floating airspace at an altitude of 100 [km] or less by autonomous control or control from outside such that a three-dimensional cell is formed in a predetermined cell formation target airspace between the wireless delay station and the ground or the sea surface.
