To make a policy conflict resolvable.SOLUTION: A policy conflict detection system includes: a determination unit for determining whether or not a third policy is present which conflicts with a second policy out of a first policy in response to an instruction to apply the second policy from a second network operator, to a first network operator that performs policy control on the basis of the set of first policies; a calculation unit for calculating different priorities for the second policy and the third policy by referring to a storage unit for storing information indicating objects to be prioritized for matters related to the policy, when the determination unit determines that the third policy is present; and an imparting unit for imparting priority calculated by the calculation unit to each of the second policy and the third policy.SELECTED DRAWING: Figure 3
