Its communication with a leader-side terminal device 22A prompts to ask whether or not registration is possible as an instructor in a new field. The communication with the student side terminal device 22B urges to ask whether or not registration is possible as an instructor in a specialized field with abundant knowledge. When confirming whether or not the registration is possible and that the registration is possible, the negotiation unit 68 instructs a new registration unit 70 to register as an instructor.
