To provide a combustion-controlling system that uses a heat image captured across a flame to estimate a waste volume on a stoker exactly in a wide range, thereby optimizing the waste volume on the stoker and then optimizing a process from drying of a waste to combustion thereof.SOLUTION: A combustion-controlling system includes: imaging means 10 for capturing a heat image of a waste across a flame, the waste being carried on a stoker 5 inside a furnace body 2; and a controller for detecting a border line between inner wall surfaces on both sides of the furnace body 2 on the stoker 5 by using an optical flow in the heat image captured by the imaging means 10, and then calculating an estimated volume of the waste in a predetermined area on the stoker.SELECTED DRAWING: Figure 1
