To provide a review management system and a review management program that determine whether effective indication is obtained from a knowledgeable person in a review.SOLUTION: A storage unit 120 stores a record file indicating an indicator of each indication commented in a review and a plan file indicating one or more indispensable reviewers being specified reviewers in a review management apparatus 100. A determination unit 116 determines whether each indispensable reviewer indicated in the plan file has commented effective indication on the basis of the record file.SELECTED DRAWING: Figure 2
