To provide a point giving system that gives infrastructure saving points corresponding to saved infrastructure consumptions equally among customers even if infrastructure consumptions among the consumers are not the same.SOLUTION: The system of the present invention gives infrastructure saving points according to an infrastructure consumption of each customer in an evaluation cycle in a point giving period of a plurality of evaluation cycles, and includes: an infrastructure consumption change rate calculating unit for, for each customer, dividing each amount of infrastructure consumption in an evaluation cycle by an amount of infrastructure consumption in a reference evaluation cycle which is a reference evaluation cycle in the point giving period to obtain a rate of change of the amount of infrastructure consumption to the amount of infrastructure consumption in the reference evaluation cycle; an average change rate calculating unit that averages the rate of change for each customer on an evaluation cycle basis to obtain an average rate of change; a differential change rate calculation unit that subtracts the average rate of change from the rate of change for each customer to obtain a rate of differential change for each customer; and an infrastructure saving points assigning unit that obtains and provides infrastructure saving points according to the rate of differential change.SELECTED DRAWING: Figure 1
