PROBLEM TO BE SOLVED: To provide a terrestrial reference point device that contributes to improvement in accuracy of evaluating the stability of a subsoil or the risk of breaking down or collapsing of the subsoil.SOLUTION: Provided is a terrestrial reference point device 100 installed at a reference point of a SAR geodetic system that performs synthetic aperture radar (SAR) analysis, comprising: a SAR wave reflector 10 for reflecting a SAR wave incident from a SAR in the direction of incidence; a GNSS receiver 20 for receiving a global navigation satellite system (GNSS) wave and generating position information that indicates the position of a reference point on the basis of the GNSS wave; a subsoil state detection unit 30 for detecting the state of a subsoil below the reference point including at least the moisture rate of the subsoil; and a reference point data transmission unit 40 for transmitting reference point data that include the position information and the detected value of the subsoil state detection unit 30 to the outside.SELECTED DRAWING: Figure 1
