Digital frame encoding / decoding by downsampling / upsampling with improved information

The input digital frame may be downsampled to create one or more base frames characterized by a lower resolution than the input digital frame. Improvement information is then created corresponding to the difference between the pixel values for the one or more input digital frames and the corresponding pixel values of the upsampled version of the one or more base frames. One base frame is encoded to form a set of base data, and the improvement information is encoded to form a set of improvement data. The base data and refinement data may then be transmitted over the network or stored in memory. [Selection] Figure 4A
